Abstract
Almost across the board, our response has been to increase the number of class seats without consideration for quality of learning. Recent research suggests that smaller class sizes, particularly at the pre-college (developmental, remedial, or transitional) level, are necessary to have a positive impact on learning outcomes. If Congress approves the bill as proposed, the majority of these funds would go toward upgrading facilities to improve the quality of teaching and learning in our classrooms and possibly reduce some of our recent capacity issues.
